These Specs Sufficent to run server?

Im hosting a 100 Tick 16 Slot CSS Server with these specs:

---Hardware---
Pentium D 3.4 Ghz
4 Gigs of DDR2 Ram
Windows Server 2003

-- Bandwidth---
~ 18000 Kb/s Download
~ 4500 Kb/s Upload

Back when i only had 3000 Kb/s when i hit 12 players all pings spiked to over 400. Never had that many players to test yet..

Well, at first you can try net_graph 2 and net_graph 3 in console, if too much of choke, loss and lag spikes will happen then reduce your tickrate by 20. Tickrate 66 is still good too.

As I remember, for 100 tickrate you must have 10 megabits/second upload bandwidth, or something like that...

Well when i had a 3mbs up i had 11 players in the server without any lag, once i hit 12 players everyone's pings spiked to over 400.
I now have an extra 1.5mb/s upload so i think i should now be able to handle the other 5 players.

Well, i changed the server to run at 66 tick. With these rates:
Updaterate 67
Rate 20000
So I shouldnt have any problems seeing as i had almost a full sevrer with higher rates and less bandwidth :O
