Ok, I set the reserved slots to "1" and my admin has the "b" in it, but I just join as a regular player. How do I know that I'm joining into that reserved slot? Even when the server isn't full?

If the server isnt full, you wont join as a reserved slot.
The reserved slot means you can join when the server is full, and (maybe) kick someone else who doesnt have one

but that means, .......that sucks, Cause if I'm in the server and then it gets filled up, I'll always have 9/10 players

then y dont u just rcon kick sum1 if u want in and take off reserved slot

eg:

rcon_address <IP of server>
rcon_port <Port which server is run on>
rcon_password <i think you know>

then in console type rcon amx_kick <part of nick>

that works for me, whenever i want in, and since all my other admins and clan members r on my friends list i just kick a slot for whoever wants in. kinda simple.
