The general rule is one server per core.
So 4 servers should be fine.

The ram usage depends on your plugins but shouldn't exceed 1GB per server so 4GB for 4 servers should be fine.

You can run 4 pug servers easily with those specs, usually only heavily moded servers take much ram which is not the case for you...

4? Since he is running pub server, usually 12 slots, he can run double that, i used to have 4 servers 32 slots with a similar specs, you can run multiple instance of the servers using diferent configs, so wont take much space, the only way to be sure about ram, its to keep an eye on your ram, disable plugins you don't need, keep it clean

honestly, HLDS is pretty low tech

your bandwidth is probably a more relevant bottleneck than your server's specs (I'm pretty sure mine is, anyway)
