Does anyone know if there is a plugin for Insurgency where it will display a "Killer - Victim" name hud message that displays on the top right corner of the game?

Hey mate, I imagine you are referring to a kill feed. This does not require a plugin.
If you are the server admin, simply enter the following in your "server.cfg";

sv_hud_deathmessages 1 // (0) Disables, (1) Enables Kill Feed for players
sv_hud_deathmessages_spectator 1 // (0) Disables, (1) Enables Kill Feed for spectators
