No, FL_NOTARGET only seems to affect your visibility to sentries and, oddly, airblasts. A player with that flag is still visible to bots and bosses.

nb_blind affects all players, and does not allow only specific players to be invisible to bots.

Today's update seems to have changed how TFCond_StealthedUserBuffFade works.
