can somebody help with writing a plugin that makes the Aim (and therefore shoot) speed from
AWP & Scout configurable by cvar?

there was a plugin that did this but required orpheu and it is not compatible with regame.

Orpheu shouldn't have any problems running with regame as long as the signatures are updated.

Still will test this and check it myself.

i came across this plugin before but i misunderstood it's function.

Same thing, as long as the signatures are updated, they shouldn't have an issue running side by side.
