I wanna downgrade one of my personal servers to a prior version (there's some plugins i wanna try out that no longer work on newer server versions). I tried downloading older manifests but SteamCMD would always return a "No License" error, and "-beta previous" does not work. Is there any other way to downgrade a server?

Did you try -beta with a specific version number?
Search this page for -beta

Here is an example for cs2 but this should work for any game.
C:\steamcmd\steamcmd.exe +force_install_dir C:\CS2-1.40.3.0 +logon myuser myuserpass +app_update 730 validate -beta 1.40.3.0 +quit

How do i find a specific beta version like you just did for CS?

Go to:
Steam / library / right click your game and choose properties / Betas / versions are shown in the / Beta Participation menu.
I am sure there are other ways to get these version numbers,
maybe here???
