-plugin only works in survival mode

-plugin stops users from calling a vote on changing the map if there's a round in progress

-boolean value resets (allows map change) on round end, on map start, and on plugin start.

I looked through some of the other plugins that do the same thing but I'm looking for something particular for survival game mode. Thanks
