how do i use the @ chat thing do i have to bind the key or is it a plugin? i remember when i was an admin at another server i could type @ then whatever i wanted to type and then it would appear for everyone to see. how do i get that? thanks.

It comes with AMX Mod X by default.

You use it by typing in normal chat:

@hello
