1) file is corrupted
2) Server Operating System has old or is missing certain libs required

Interesting, I see the exactly same with Notepad++ v5.6.8 & new RCon Locker but Legacy doesn't show up such. That means the sourcecode file is to be blamed -> need to wait for Devnull.
