Plugin lag or server lag?

Hey i have a server that work perfect in about 4 month ago, lately the server have starting to lag and i have contacted the support about it and they sayed that the server are working fine and not using any kind of high cpu usage and they are saying that someone working for this host/service have a csgo server there too and dont have any problem. I made a new server and it never happen there so if i link my plugins here can you guys tell me if none of this plugin is known for lagging server. They still dont belive me its the host btw when the server lag this massage its comming up
