i do not tested but, is possible catch reconnect message from hlds (like an event or something else) itself?
If yes, you need to catch and remove triekey, soo it will help you to avoid false kick after download server content.

About when player download server content from FastDL, I think there is a SVC message (SVC_RESOURSCES) for that, I don't know if that is useful to avoid false kick.

Yes it is, need to remove SteamID trie key in this event.

LOL, I have fixed the issue by using client_disconnect() forward instead of the new one, client_disconnected().
