If u didnt alter any files, that msg would not come. so, reinstall and dont alter any files in cstrike folder urself except addons.

As he said, it's related to sprays. I've also wondered what that thing about customization is some time ago. It doesn't affect in any way the server, only sometimes it sends that message.
If I remember correctly, i disabled server sprays with "sv_send_logos 0" and those messages about customization dissapeared.

The thing about precaching with a plugin is that will precache all the files you put in the the .ini, on player connect. This is not a good idea. Why precache resources of other maps when you only need the ones from current map?
.res precaching will precache only the resources that a map needs.
