Who have dynamic ip can be connected to a server where he is banned when he restart his internet. (like me )

(Restarting the connection on dynamic internet gives new Ip)

If somebody make a plugin which can set server password only for several names. (but when he changes his ip and name?)

I have it... Its sux... It means my server's ip will be changed every connect
