try setting sm_umc_rtv_groupexclude to 0
your umc mapcycle only have 1 group

My server isn't doing any voting at the end. It just changes to a random map. Help please?

Also, I assume umc_mapcycle.txt should be in tf/cfg/ since nowhere in the thread is specified where it should be put, still I get this:
