I hope someone is interested to fix that. I retired getting stuff to move faster.
In theory you need to do 4 difficult things:
1. Via the speed modifier cvar, evaluate the maximum speed someone can have before he starts teleporting forwards, I would imagine 320 as that's the default max speed.
2. Figure out precisely whether the speed will change with the tick rate or other parameters, because I'm setting the healthshot to just barely expiring.
3. Figure out how to reduce a player's speed to be below the cvar when needed. This is the only step that can be impossible to accomplish.
4. Figure out how to prevent the acceleration that the effect grants ( it accelerates all players ), or declare it a feature

Ideally you will make a library that allows altering a player's speed.
