I have 2x i9-9900K and runs smoothly without the problem! ;)

Try to install CustomKernel from my GitHub. Take LLY 1000HZ //If it's don't help. there is some settings problem, on your server!
Hello, how can we properly install these kernels?

download kernels, upload to server "home" example.

cd /home
dpkg -i kernel-image.deb
dpkg -i kernel-headers.deb

reboot the system and new kernel should be loaded, if not use command in terminal:

grep -A100 submenu /boot/grub/grub.cfg |grep menuentry

Add both in /etc/default/grub.cfg

GRUB_DEFAULT="gnulinux-advanced-3b838e9c-5e08-4adb-bc58-ce533ccabb2f>gnulinux-5.3.1-xanmod1-advanced-3b838e9c-5e08-4adb-bc58-ce533ccabb2f"

sudo update-grub

reboot

Does this work with VM instances with cloud providers AWS/Azure/DigitalOcean/Linode/Vultr? If you know?

VM is not recommended.

I will recommend dedicatedserver. I don't have tested VM!
