It's a bunch of amx_task commands in .cfg file, like exec warmup.cfg in server.cfg and in warmup.cfg there are

amx_task 20 "amx_say Live in: 10 seconds" s
amx_task 20 "amx_csay Live in: 10 seconds" s
(or amx task 20 "amx_fsay 10 20 Live in : 10 seconds" s)
amx_task 21 "amx_say Live in: 9 seconds" s
amx_task 21 "amx_csay Live in: 9 seconds" s
amx_task 22 "amx_say Live in: 8 seconds" s
amx_task 22 "amx_csay Live in: 8 seconds" s
etc.
and then
amx_task 30 "sv_restart 1" s

Like Jack86 was saying its a cal.cfg. All the cfg does is it uses HUD to use amx_tsay to display the time left. Use search to find the one you like and edit to your liking
