Windows Server 2019 server fps won't go above 501

I have a bare-metal server running Windows Server 2019. I installed HLDS via steamcmd and after setting sys_ticrate to 1000, the server fps in stats only goes to 501. The server cpu usage hovers at 0-3%.

Changing sys_ticrate to 500, server fps goes to 250 fps cap, so it seems like server fps always goes to half of sys_ticrate.

Open Windows Media Player on background.

Trying this, did not have any affect. Seems to only be a solution that worked 10 years ago.
