While this is rare, it is actually possible to precache models as generic in some cases. However, this will only work for player models. For example, on TFC it is possible to set custom player models and have others see them without the need of precache, that includes also generic. So basically as long as you have the model in your directory and the other players have it as well, they will be able to see it. So while precaching is not even required to make this possible, you will still need to precache them as generics because otherwise the player will not be able to see these models if they are not downloaded. And precaching is the only legit way to have players download them. Yes, Arkshine made a metamod plugin some time ago that could be used to force players download files without the need of precache, but it's full of bugs and can even lead to segfaults, especially when hlds boots up, so it's not recommended to use it.
