Touch only creates an empty file if the file does not exist. If the file exists the timestamps for the file get updated.

Its my only guess; Ive never seen anybodys server trying to unload amxmodx like yours is. It is really abnormal.

If that doesnt work; have you tried a full reinstall of amxmodx? (Metamod included)
