I'm guessing you put sv_lan 1 because it's a No Steam server?

If it's a Steam server then sv_lan 1 is supposed to do that.

sv_lan 0 = Internet
sv_lan 1 = LAN

Where are your friends connecting from?

i had that problem before, someone got my rcon password and f*cked with my server, they did that and it gave me that error. so yeah i did end up reinstalling my server since nothing worked even when i tried sv_lan 0. good luck though. but if all else fails, change rcon password and reinstall.
