mp3 will work aswel, but the volume will differ from the volume of the gun sounds etc since the volume of the mp3s has a different knob

Anyway, here are your optimal options

1. MP3
Pros - It has smaller file size than .wav and the quality will be the same in this case
Cons - There may be players with the mp3 volume to high or too low

2. WAV
Pros - No need to worry about volume cvar of the player
Cons - Larger file size

Best sampling rate for quality -> 16 bit 20.000 KHZ
Best sampling rate for file size -> 8 bit 8.000 KHZ ( in case of an mp3 file don't bother, just go with the option above )

Because you don't convert them properly...
as i said, 16 bit, 20.000 khz

Don't expect high quality audio.. the engine is very old...

It is still too quiet.
I begin to suspect that something is wrong with my CS.

It is an MP3
As i mentioned the volume of it depends on the mp3volume client cvar...
Also, i think that is stereo, and that is why it has low volume

Follow this

1. Download audacity
2. Put your sound in audacity
3. Split stereo to mono
4. Delete one mono channel
5. Amplify it as much as you can without getting disortions
6. Select sample rate of the project down 20.000 KHZ
7. Export as .WAV 16 bit

I'll give you this example: with Biohazard mod you get some sounds. And that sounds is just ok(loud enough).
When I convert any MP3 sounds into wav, using the same specifications like that original biohazard sounds(the same BIt and same KHZ) my sounds are too quiet.
