wen ct survive the round uninfected then they get extra frags

need this fix on plugin pls help!

Works, but the problem is:

1. not giving too all ct's Frags only 3 ct get they frags
2. when is teambalanceat the end of the round then survivors is moved to Terorist and they do not get their deserved frags
