Admins can ban from webpanel if they're logged in there and they also can ban from ingame.

Edit: If admin bans from webpanel, you can see admin who banned from the webpanel ban.

If you can't ban from web and SB othervise works, what PHP addons your host has installed/you have installed to your VPS?
And btw, how to set server groups?

I can ban in-game!

I running 2.0 Source Alpha , PHP 5.5.7 , not on vps. Just webhosting with MySQL.

Try install the new SB to different DB
