I have added a few custom sounds to play to all players of the server but it does not seem to be working.

The sound files download for players and myself but are not heard despite the commands used.

I have used
emitsound
play @all soundfile.mp3
playvol soundLocation 1.0 and still nothing is working

If your sound located into tf2/sound/misc/blab.mp3 you muat play it like this:
sm_play @all "*/misc/blah.mp3"

Its located in tf2/sound/file.mp3

I do sm_play @all file.mp3 and it says file played to all players, but nothing is heard

Maybe your mp3 file is broken?

Open it. Drag your file into the program. Click on File then Save As, type .mp3 and attributes Layer-3 44100 Hz, 192 kbps, stereo.

Rename your sound file and reupload to server.
