Yes. my server is registered and everything, status is good

Can I run it with

mp_disable_respawn_times "1"
mp_waitingforplayers_time 1
mp_autoteambalance 1
mp_teams_unbalance_limit 1

I'm getting this in console when I restart the server

Perhaps you have a plugin that turns on a cheats for even a moment to do its tasks.

rename the plugins folder to something else...restart server then change it back and restart again?

My server has nothing that should be interfering. I've seen gifts drop on servers with rtd and several other plugins I have

They did not start dropping on my servers until i had over 15 people
