That is what I was trying to do, I recall a few months back i'd install sm, mm, and deathmatch mod to play on LAN whilst offline

worked perfectly fine, but I'm assuming something changed in now sm doesn't work on client instances?

You're causing more headache than you should. Just install a srcds for csgo and install it there, you can technically symlink the .pak files from the client game to the srcds install if you want to save space
