A record:
A cs1.xxx.com 12.123.12.100 300
A cs2.xxx.com 12.123.12.100 300
A cs3.xxx.com 12.123.12.100 300
A cs4.xxx.com 12.123.12.100 300
A cs5.xxx.com 12.123.12.100 300

SRV record:
SRV _hl2._tcp .xxx.com 5 1 cs1.xxx.com 36000
SRV _hl2._tcp .xxx.com 5 2 cs2.xxx.com 36000
SRV _hl2._tcp .xxx.com 5 3 cs3.xxx.com 36000
SRV _hl2._tcp .xxx.com 5 4 cs4.xxx.com 36000

Not working!

CS 1.6 Command: "connect cs3.xxx.com" go to 12.123.12.100:27015

CS 1.6 Command2: "connect cs3.xxx.com: 3" <- It works like this but I don't want it.

What is problem? (I'm sorry for my bad english.)

CS 1.6 doesn't support SRV dns record.

You can make A record and use default cs1.6 port. Then you can use you domain as an address.
