Portforward your rooter to allow serverORT incomming connections, at the +hostport PORT

is there a way to check if the portfoward was done correctly? i already did ^ or so tried/trying too

A friend of yours should be able to join your ip, with connect command connect YOURIPORT your public IP not local IP, you can fiind your public IP here https://whatismyipaddress.com

You can try https://www.ipfingerprints.com/portscan.php
This to check IF port is open, but it doesn't always work as it should, as for now for me it works.

If you're on Windows , be sure to allow SRCDS.exe form Left 4 Dead 2, on Windows Firewall, maybe the firewall it's blocking your Server.

after correctly port forwarding i used silvers srcds line of command and the srcds from the Left4Dead2DedicatedServer (tool comes with game) instead of steamcmd/server setup aka the manual way people were able to connect.

I also have this kind of problem but instead of using router I'm using internet provider
