Dota 2 is free for one reason only. They make more money on people spending in-game.
That option is not available in CS 1.6, especially when you can create almost whatever you want with AMXX.

You can easily add admin with "ca" connect method
example

"steamid:0_1x.xx.xx" "password" "abcdefi" "ca"


also you can delete dproto even it's using settings for steam clients only.

i have found that hack which change the steamers steam id even i was also shocked who want to test can pm me i will send the files

You cannot change your SteamID on Steam Only servers
