hello.. it's been a long time since I've been away from the server settings, I'm having problems with a server, the shots just don't affect the head. the player only dies with body shots. below is my list of plugins.

try
sm plugins unload 43

if not solve problem, then you need select half of your plugins (not SM base plugins).
Move them into disabled folder, restart server.

if problem fixed, you have now one plugin in disabled folder what cause it.
Select disabled plugins back into other plugins folder, one by one, change level everytime so players re-connect.

Look when problem appear again.

Try check cvars, use server rcon:
rcon find headshot

so i reinstalled the server, and it fixed the problem, but now the server doesn't recognize any sm commands. all commands with the following return unknow command "sm"
