In the game client, in the settings, user-generated content is not allowed on the server. If you do not manually change to allow fast dl does not work. How can this be fixed?

I believe you can't, after TLS update they changed the default config "allow external content" from "all" to "disabled" best you can do IMO, is do a client check convar and send a message to the client.
