There is truth in what was said, server.cfg CAN be too late, but that's not a guarantee. You're better off just putting it in your server's start parameters or in autoexec.cfg which guarantees that it will be executed in time for the server to register the token. If you're having issues with it, do that, if you aren't, do what you works for you.

LinuxGSM uses servercfgfile server parameter to execute that config on launch, which just means it launches csgoserver.cfg instead of server.cfg. It used to be set in server.cfg to exec csgoserver.cfg, but I believe they did away with that.

I have 130+ lines in my server.cfg's, and sv_setsteamccount is almost at the end of the file. I've never had any trouble with any of my 30+ gameservers.
