Curious if anyone else is experiencing this issue.

After initiating an rtv vote:

Only 11 people on the server and it's asking for 15 RTV's. As more and more people voted, it slowly raised the required amount to pass the RTV. It went from 13 to 14 and then 15.

RTV ratio is set to 0.60, nothing in error logs, using latest sm stable build, Windows server.

every time it happens? check other plugins not conflicting?
