As of version 1.2.1.6, you no longer have to (and shouldn't) use any other configuration file other than the one that is automatically created by this plugin, located in /cfg/sourcemod/ named kigenac.cfg. Placing the values in server.cfg or with another .cfg may, and most likely, will be overwritten by kigenac.cfg.
Now as far as the cvar detection goes, provided kac_cvars_enable is set to 1, the plugin will detect whether or not a client is attempting to use a modified cvar that isn't allowed on the server.
It should be noted, however, that the Network Enabled version will connect to Kigen's master server and therefor use his banlist. If you wish to have control over who is banned in your server, it's recommended to use the Network Disabeld version.
