because i have all the files in the defaul directory (come with the rar file) and the extension still doesn't load :S

is nonsense and against the forums rules...

This extensions works, but you did something wrong installing it. Read the linked wiki page and you'll probably be able to solve your problem. If not, you've got to be more precise about your problems - which you can if you read the wiki page...

Any chance you can add the ability to execute a function if SocketSendTimeout or SocketReceiveTimeout is reached? I was hoping to PrintToChatAll that the timeout occurred and log it to a plugin's logfile.

Or is that already available?

sadly socket timeouts are not really implemented (yet).
having a quick look at the code, it starts with SetOption(SocketSend|ReceiveTimeout) not doing anything yet (socket.cpp:699, // TODO: implement?).
i couldn't find any other timeout handling and was to lazy to grep so i may be wrong.
bottom line: i second that request
