Make sure metamod.vdf is in ..\orangebox\tf\addons Ignore the vdf inside metamod, it is not read. Edit the vdf file in ..\orangebox\tf\addons with your favourite word editor. Change it to Code: "Plugin" { "file" "../tf/addons/metamod/bin/server" }
