I read all the tutorials from every section in Sourcemod but I'm getting really more confused or even might go wacko about Visual Studio so I come up with an alternative way which is by using cygwin.

Can anyone tell me step by step on compiling extensions with this program? I'm trying to revive old but useful extensions for L4D2.

For Windows, you need to use the MSVC compiler, else your binaries will be ABI-incompatible with SM and the game.
