Or you could just ask the players for permissions and add some chat commands (like /yes and /no) for players who don't want the plugin to change their binds.

Seriously plugin like this will make people to spam "vote kick". When someone kicked from server and rejoin, he will use vote kick the person who start the vote. I mean revenge.

this has happened on my server. players being kikados by voting.

My clan's server has the amx_votekick as a public command and it is not abused. Very few people know about it even though it's clearly stated in our say /help MOTD. There are a few other commands that are public and documented as well and they certaintly don't get abused.
