Hello guys I'm wondering if sourcemod is auto updating cause I didnt update it for a while? and if it isnt is it safe to update him manually even though I have plugins installed. Thanks everyone

No. You need to update manually.

That being said, you should just be able to drag and drop the new files right over the old ones, replacing them. Just be sure to not overwrite any config files that you have modified. Further, if you've moved/deleted any of the stock plugins that come with Sourcemod, you will need to do that again.

I though SM auto updates its gamedata and banned plugin list?

It does, but some countries have a block on accessing this website due to Cloudflare.
I imagine that's why manually upgrading is better suited to include all files if it fails to do so.

SourceMod automatically updates gamedata and blacklisted plugins, since they need to be the latest version for SourceMod to run properly. However, as you know, SourceMod itself doesn't automatically update
