rcon give full access to anyone who has the password (if the password is not blank). There is no changing this functionality.

Isn't it possible to code a module that hooks the relative rcon functions?

I mean that
Do you can make a module that allow only to one ip or a range ip for access to rcon commands ?
For example access to rcon commands be for person with ip 10.10.10.10 or their range ip be(10.10.10.0,10.10.10.255)

Yes, that can be done but will add some overhead to packet processing on engine and if you get flooded your server will lag.

Well, i guess you could block rcon and create a fake rcon command using server_cmd
