my server have 12 slot's (sv_maxplayers 12) and i'm need insert 24 bots
its possible ?

Um, I'm pretty sure bots takes up a connected client slot. Try it and find out.

but the server ZombieHell (173.193.13.60:27015) have limit of 24 players, and have more of 18 clients connecteds and 20 bots.

With all things considered it's pretty nice of you to make a server for bots only. I am posotive they are a neglected minority. When you get your answer let me know I'd like 64 players on a few of my 32 slot servers.

no my dear, you're infringing the rules.
bots have rights, of course. but should not make their spam here, open you own topic please.

No that is not possible. They are most likely just using sv_maxvisibleplayers (I think this is the right cvar) to hide some of their slots.
