Is there any way I can extract the superman cape and make it a seperate plugin for admin only, automatically equipped? I would really like that

hat_adminonly 1|0 If set to 1, Only admins can use hats. (Modify the plugin to change the flag required to use them when enabled. Default ADMIN_CHAT)
hat_adminhats 1|0 If set to 1, if specified in the .ini, certain hats will be admin only. I added this as a cvar so you can setup admin-only hats, and toggle the ability for others to use them easily.

K here is the SuperMan Cape and Only for Admins. I take no Credit for THIS. I just change the Plugin Name incase you have the one For Everybody.Like that you can keep it so everybody can change Hats.But Admins Have SupermanCape

EDIT: Wait, on the first round of every new round (since I'm using CSDM) all the bots gets the superman cape. Is there any way to disable that? I turned hats off for bots though...

Is there anyway to make that only a special flag owner can have a hat, lets say flag M owner has a hat and no one without that flag cant have the hat.
