First, I'd like to ask if there're existing this kind of plugins

My idea is simply a ranking system which contains Army level...
For example, if a player killed for an amount of enemy,
he will up his grade (Private->Officer) etc...
The level of the player should be shown in Stats X as we aim at him
Showing that he's an Officer

Additional info.

The level will be display in such way...
When we point to a player, it shows his name,health and I wish to add his level.......

and the ranking system should be recorded a player's steamid by generating a file....just like stats x
so that the player can continue his level next time...

Now for an example to upgrade a level
Default -> private
1000 Kills -> Office
5000 kills -> ??? etc...
actually it's something like the Usergroup in a forum
