is it possible to use the stars and sparkly particles that the pyro sees when burning players in pyroland vision goggles for all players without requiring pyroland to be enabled? thanks

Perhaps... But from what i have seen the particle never goes away when It gets spawned that way. You could add the pyrovision attribute to the player, or program a menu option for players to toggle it. Powerlord has a plugin that forces pyrovision on everyone for example.

yeah, ive seen on other servers where burning players have the stars and sparkly particles while on fire and it wasn't forcing the terrible pyrovision on players. it is likely a private thing that will never grace this place but was hoping it was something doable for the plebs. thanks for the info

The server could just be replacing the fire particles with the pryovision ones. Or it could be an attribute added through tf2items.
