because the default health in cs is 100, that kind of maps (35hp_ , 1hp_ , etc.) remove 65 hp from all the players when spawning.
to have 35 hp in such maps, you need to configure the health at 100.
read this to understand how to do it with specific maps: 6.2 Map Config Files and 6.3 Map Specific Plugins.

explanation: the players spawn blinded too high in the air, and in front of them a black board to don't see the truth (my signature ).
and when the round starts, they fall down, and lose 65 hp.
so with your plugin: they start with 35 hp - 65 hp = -30.
