thanks mate i just figured it out... was a conflict with one of my loaded plugins error after bots joined.
all fixed now.

I installed them, but i'm experiencing some problems. When i restart server everything works great, but when map changes 6 bots joins the server. I set pb_minbots and pb_maxbots to 0.
Any idea why is this happening?

Check podbot.cfg file, there should be something like this:

# These lines below are adding automatically the bots to the server when
# the new game is created on the listenserver or the dedicated server
# is starting.
# As many such lines like "pb add" is here as many bots will be added
# to the server (unless You will not exceed pb_maxbots setting).
pb add 100
pb add 100
pb add 100
pb add 100
pb add 100
pb add 100

Leave the ones you want, in this example 6 bots with 100 skill wil be automatically added.

It's set to 0. Do i need to change it to some other value?

I don't understand your problem. When you restart the server, how many bots are in there?
When you change the map, how many bots are suppose to be in the server? What do you think will happen if you set "pb_minbots" and "pb_maxbots" to 0?

When i restart the server there is 0 bots. When i change map there is 6 bots.

I think there will be 0 bots.

EDIT: I fixed it. I still don't know what is the problem which is causing this. There is high chance that some third party plugin is adding bots.
Anyway i recompiled module with custom cvars, and bots are not added any more. Thanks all for help.

How I can stop (freeze) bots (movements)? bot_stop 1 doesn't work .

I can only suggest the following:
  • re-read their documentation or ask in the related forum (the bots-united one). KWo will surely answer you.
  • if it's really important, you can edit a waypoint file (add a node) while the bots are moving, then they will be confused (so freezed).
