I didn't finish looking through the whole thing, but 1) I don't really know what this is supposed to do. All you say is that it manages radio messages. Which tells me jack about what it does.

Also you should never set strings by doing the following:
PHP Code:
Sound "fireassis";
Message "Taking Fire...Need Assistance! 
It is incorrect and could cause problems.

You need to use one of the string functions. (e.g: format() , copy() , add() , etc.)

are you able to add theese sounds to the 2 different teams (ct,terror)?

Wrong. They only cause problems if you don't know the array is at least the same size or bigger than the data you're trying to copy, otherwise it's a preferred method.

REQ:
if you ever played source with the new radar update
the radar is like when you specting a player but using overview so in radar it will display the part of overview your in and when u move it move and it shows where are your teamate on that overviews pic which is the radar and maybe a feature where u could make the radar pic of the overview smaller and bigger by pressin a button so like if u can't see ur teamate their too far u could just make it bigger :0

i think that the css news update, i believe it was... an enemy shows on the radar if a member of your team can see him, doesnt mean his xhair needs to be on the guy, just if its in his view. That alone would be pretty cool
