Improve antiflood to include name change protection.

I see lots of great work being done, DHUD, Colour Chat, Bug Fixes.

This name change protection in antiflood would be an excellent addition.

Moved to Requests. If you are wanting this included on the AMXX version, then submit a Bug Report with a Patch of the changes
